The problem is that we condemn comportment that is cruel, and may even penalize it, but we do not think that the individual animal has any real claim. For example, we will put a cat to sleep, if we cannot find it a home, we will not force the state to house and feed it. We do not consider the cat to have much significance, even though we do not want to promote cruelty..........
