Regarding Congress, he is probably unwilling to allow the political feeding frenzy that Democrats are itching to have, at least not during a presidential election cycle. It is very wise because even if there is nothing there, the buzz alone will create problems for his candidacy. Bush would be a fool to allow an investigation. He cannot win anything from it.

Dean, on the other hand, is applying for the job of President. If he refuses to allow people to see records of his past experience, he will be hammered - no doubt about it.
