I think we are turning the corner in Iraq. But the lack of readiness is not something to make jokes about.

It is not possible now nor has it ever been possible to keep 100% of our combat units at 100% readiness at all times.
It is not a goal and nobody ever even attempts it.

If you want to understand readiness problems first learn about the 39% cut in strength in the Army, Navy and USAF during Clinton's regime. That plain and simple is the root of the problem.
