stop blaming Clinton for them.

The cuts happened during clinton's watch. All American Military Commanders including the Commander in Chief get full credit for everything their command does and everything it fails to do...So stop trying to be wishy washy about clinton. He was the Commander in Chief for 8 years and hacked our military infrastructure and troop strength even as attacks against America were accelerating.
Clinton gets full credit for everything that happened to the US military when he was in charge.

You keep bringing up the Clinton 39% cut, but you keep silent about the fact that Bush did not reverse these cuts in any meaningful way, even though we went through 9/11, his party controls the Congress, and the country would have readily agreed to substantial increases in military personnel.

You are absolutely wrong and clearly do not understand the problem nor the solution being implemented.

Not only did Clinton wipe out our troop strength but he also eliminated the weapons systems and equipment that support them. His draconian military budgets during his eight years, did not even provide sufficient funds to replace 20-40% of the equipment being worn out every year for the 61% of our forces still on active duty. It is not just a head count issue. Clinton killed the infrastructure too. We are still working to replace all the worn out equipment the remaining 61% need. Fortunately that process is about complete.

Certainly in setting priorities it made sense for GWB to bring our current armed forces and their equipment up to fighting strength before initiating troop strength increases.

Our military budget for last year was 33% higher than Clinton's best. For 2004 it is 60% higher.
Much of this extra money is being used for infrastructure build-up and lost (under clinton) weapons systems replacement. This must be done prior to any substantial increases in troop strength...Nevertheless, Bush did propose some 6,000 new troops in the budget too.

The infrastructure has to be in place first.
As the infrastructure improves, as the required support weapons systems counts improve...watch for troop end strength to rise. It is going to happen. I hope the draft gets reinstated because when every American family has a personal stake in our mutual security...our country will be much much stronger.

We are building our military again, logically and progressively. The estimates I have read call for $2-3 trillion to replace 50% of the ships, aircraft and other weapons and weapons platforms Clinton cut. That cannot be done overnight. Under GWB the process of rebuilding the US military has begun.
