Cliton's cuts were voted on by both Republicans and Democrats. They were not controversial and represented broad consensus among the politicians in the US, after the fall of the Soviet Union and the seeming "end of history", with the US left as the undisputed sole superpower.

To claim that it was all Clinton's doing is political propaganda.

The claim that Bush has not managed to increase the troops more than 2%, because he is "rebuilding infrastructure" is even more ridiculous -- you don't need much infrastructure to support military policemen and civil affairs personnel, the key areas of shortages in Iraq, for example.

I bet that by the time Bush leaves (I assume he is going to be reelected), he will have restored only a small fraction of the Clinton cuts, even though the country is at war.
