China considers 'green GDP index'
By James Kynge in Beijing

Chinese researchers are drawing up a "green GDP index" that will eventually be used to judge the performance of local officials, who currently are assessed mainly on the speed of economic growth that they manage to deliver, officials and researchers say.

The plan to use a green GDP index derives from a new philosophy on economic growth formulated by China's leaders and announced at the third plenum meeting of the Communist party in October.

Wen Jiabao, premier, has emphasised on several occasions since the plenum that development should be balanced and sustainable. It should pursue harmony between cities and rural areas, between regions, between society and the economy, between man and nature, and between domestic and external economies.
