They go to purchase treasury securities, dopey, while congress counts it as revenue in calculating budget deficits. That's why the national debt kept rising even while Clinton claimed to have produced a budget surplus. Kind of like if GE did a billion dollar bond issue and counted the proceeds as revenue. If you've got an issue with the government's funny accounting, I agree with you, but that has nothing to do with funding of the social security trust fund.
