Quite honestly, I'm sure Gore considered Lieberman before making his announcement. Lieberman, it seems, was not doing well in the polls (finishing near the bottom in most races)so Gore is probably looking, at this point, what is best for the Democratic party. My guess is Gore probably discussed his endorsement with Lieberman prior to making the announcement.

Also, Gore's announcement does not just affect Lieberman and Kerry. Gore's endorsement is probably the highest endorsement Dean could receive and will have a major impact on ALL the other candidates chances. Gore has just pulled mainstream Democratic support behind Dean and will help quiet any rumors (at least among Democrats) that Dean cannot beat Bush.
