U.S. bars Canada from lucrative Iraq reconstruction contracts

The Bush administration has barred companies from Canada from bidding on the billions of dollars worth of reconstruction contracts in Iraq, a move that appears aimed at penalizing U.S. allies that opposed last spring's invasion. John Manley, the Deputy Prime Minister, said the move is shocking and Canada may have to rethink the financial contribution that it has already pledged for the rebuilding of Iraq as a result of the U.S. decision.
