As for your claim me of "re-ignite the Boxer Rebellion ", I don't think it is true. It is quite normal for people of other nations complain about the US foreign policy.
Ever wonder why there are so many people/nations on this planet are anti-US now? NOT because they are jealous of the Western life style (like what the Bush administration told), a vast majority of people actually admire it. It is because of the unwise/double standard foreign policy of US administrations, and the stupidity is only becoming worse after Bush junior takes the office.
