Personally I don't see it happening that easily

I'm not saying it will be easy. I am just saying that the globalization of trade in services will gradually and steadily prevail over attempts to restrain it. Some degree of regulation may be in order to ensure accountability and transparency and to prevent a "race to the bottom".
