Florida's 25 electoral votes ultimately decided the election by a razor thin margin of actual votes, and was certified only after numerous court challenges and recounts. Al Gore conceded the election after the Supreme court voted 7-2 to treat the original election results as final. Gore strongly disagreed with the courts decision, but decided that "for the sake of our unity of the people and the strength of our democracy, I offer my concession." Following the election, an official media recount showed that Bush indeed had more votes than Gore and that he would have still won the popular vote in Florida had the U.S. Supreme Court allowed the recounts to proceed. The electoral process in Florida has since been throughly analyzed and a number of improprieties and flaws in the process have been discovered, such that a number of people consider the vote to be illegitimate, and many more advocate electoral reform.
