help me understand this situation : Heard on TV, that Sec of Homeland Security Tom Ridge says the 8-12 Million illegal aliens in the US should be offerred legal status. It was my understanding, that Congress passes the laws relating to immigration (and other things), if an illegal alien is caught, the judiciary interprets the laws in court. Ridge's job is primarily to enforce the law, not create new ones. Is he out of line ?
