Hawk, you asked who the term "we" refers to. It refers to what Bush represents as the US. The cronies, Haliburton, Bechtel etc. cannot be awarded contracts to fatten the pockets of their shareholders when common American people have given their lives. It is not to fatten the pockets of Cheney and his men.

The soldiers have given their lives, the military families have sacrificed so as to uphold American values of free enterprise, liberty and all that goes with it. Not for a few corporate folks to pillage and loot the booty. If Bush is serious and wants the Iraqi people get the best int he world, then he needs to throw it open for all and have the Iraqis pick the contractors for their rebuilding.

Should Bush move ahead with that policy, we will soon see (Nov. 2004) what we Americans feel about such an act. I think even before that the Congress will split and Bush will find himself with a group of Congressmen in the minority.
