Germany, France, and Russia financed Saddam's genocides, WMD programs, and-indirectly-the 91101 murders, which never could have happened without Saddam Hussein. They thus aren't entitled to American foreign aid through reconstruction contracts...

Business, of course, is business, and Realpolitik is the way of the world. The debts incurred by Saddam, and facilitated by those countries, SHOULD be declared null by the new colonial power (the US) based on the same moral imperative that justified the Nuremberg Tribunals.

HOWEVER, there's a deal to be struck, and a necessity to strike it. The write-off of Iraq's Saddam debt can be traded for participation in the rebuilding contracts, as well as the many more to come as the colony becomes an enriched and enlightened country that a France can only dream of emulating.

As for the US public, we applaud the Bush administration for not allowing our money to be distributed to the European accessories to terror and genocide-at least until they came accross with an offer we would find acceptable.

And we would FAR rather have Goerge Bush and Dick Cheney manning OUR side of that table than Algore or the "Red Dean"...
