Money first, then bidding.
I suggest for each dollar they(those countries ineligible) contribute they be allowed to bid on an equal dollar amount of contracts. Or, for each soldier on the ground, from those countries, a dollar value be applied. The latter amount per soldier to be negotiated. In other words, no contribution, no contract. Very simple. Incidentally, have , or did, Germany and France ever repay the United States for our contributions during the 1st. and 2nd. World Wars, or did we forgive them their debts????
