It's a political reality. call it names if you wish, but the Israelis have to live on that rocky land along with the Pals. They will do so under the Geneva Accord, the Ulan Bator Accord, or the current bloody lack-of-any-Accord.
(I hear the Japanese are working on a possible peace plan, which they intend to call the Honda Accord).

As far as a 'failed state', that's a bit of a reach. They've been quite sucessful at everything they've attempted, with the sole exception of providing peace and security for their citizens.
