AmSpinster, you're such a dope. That was apparently written well before the council debate really got going. Germany lined up like a trained poodle right next to Chiraq and Russia was never "unsure." Bush, Blair and Aznar negotiated with the council for several weeks after this article concluded the vote was close and made proposal after proposal, but France only dug its heels in more and more, and finally said that under no circumstances would they allow a resolution that would authorize force - EVER - against Iraq. And you think "3 more weeks" would've done it? Dope.
