Leaving aside the IRS' computer woes, which seem to be in a class of their own, the government's computer record sounds just like the private sector's computer record. A few months late and 70% over budget? par for the course for any large IT project. An amazing percentage - something close to half - of all large IT projects get dumped before they are finished. That's why theres been a big move towards frameworks and smaller projects in the IT world.
