HAL is just the tip of the WAR PROFITEERING bandwagon. There are allegations regarding bridge building contracts at 10x's the going Iraqi rate and something coming up regarding school rebuilding. There will be more as no one has any oversight apparently. Shrub's problem is how to extricate himself from Iraq and still: - keep his paws on the oil - keep a puppet government - keep all those US taxpayer funded constructions scams safe He would be losing sleep over this quagmire if he thought much about anything at all.
