FDR did not "slash" social spending.

He did massively increase defense spending.
Yes, social spending went down during WW2 as
a % of total outlays, but only because the
defense budget was increased so massively that
it dwarfed every other aspect of the federal budget
at the time.

In 1940, the defense budget was $1.7 billion.
In 1945, the defense budget was $83 billion.
FDR increased the defense budget by 50-fold
in just 5 years!
