Yes indeed, if backed into a corner, the nukes will fly. Cheney even said at the outset of the Iraq war that nukes were on the table.

Funny, we are worried about Korea getting/using nukes, but we are more likely to use them that most any other country. I base this on Cheney's statements preceding the Iraq war.

If something starts up anywhere else on the planet there will be reinstatement of the draft. I don't see how else we could keep up with the demand on personnel.
