One hundred years of regulation via Public Utilities Commission can't vanish from one day to another. Besides there are too many special interest at stake.

Imagine if the energy sector would be facing the big customers switching from one provider to another competing with each other?

The easiest way to "torpedo" a de-regulation is to turn the public against it. Just start by providing a lower grade service that the ignorant masses would say:

"You see! When it was in the the hands of the PUC things where working fine!!"
