Hi Ray - I would not be surprised if a version of the Russian model is used wtih some industries, with select Iraqis and Western firms subsituting for the oligarchs. The medical care in Iraq was not evenly distributed - both the Kurdish and Shia areas got teh short end of the stick for many years. Other than that, it looks vey much like a subsatainial rip-off will occur....
