I believe there is a fairly expensive version of Adobe which allows you to modify the form and enter text but I may be wrong.

I recently sent away for a cheap program which purports to convert a pdf into a text or doc file and keeps the formatting. I will check it out soon hopefully.

Some programs like the IRS website have forms that allow you to put your fill-ins as an overlay but you can't save the latter at least not with the free Reader.
