Some of those mass graves were filled with people the Reagan administration wanted dead. Like Iranians and Islamic fundamentalists. But yeah, Saddam was a cruel dictator. Especially back in the 80's. It went to his head. He was a sick nut who was both ruthless and stupid. Now though we look stupid for calling him the greatest threat to US security. He looks like he couldn't beat up a chicken.
