It might not have been, but it was hard to tell when the economy was in the middle of the largest expansion in history. But from time to time things need to be adjusted. NAFTA was brought to you by a Republican congress as well as Clinton signing it into law. But that doesn't excuse Bush for letting the hemorrhaging continue, does it?
