There is something called correspondence in International Law. This means that if the national courts can and will try an alleged criminal then the national court has priority. If not, then the International Court can take over. Milosovic's trial is a case in point.

The Bush II administration is not interested in an International Court of Justice that can prosecute US citizens but I don't think that has anything to do with Saddam's eventual trial.

It was widely reported that the video showing a doctor's inspection of Saddam was medical. Could it be that they were checking him for poison capsules?
