The current political mood in the White Hose is to undermine anything that in any way suggests that the US is anything less than the ultimate authority in the world today -- the world revolves around Washington and not around international institutions. America alone sets the law, and when America chooses to put itself above the law then that is the de facto law. Where international institutions fail to heed this reality, they are to be ignored and/or undermined. Washington's idea of international leadership is American dominance. It is most unlikely that Saddam will be tried in an international court.
