I would also say that what he is saying is being leaked for strategic purpose, given that there is still fighting going on. More for propaganda purposes in the U.S. than for strategic purposes. The Baath Party is incapable of mounting a "strategic" campaign at this point. The Iraqi patriots are going to be engaging in a classic guerrilla war against a colonial oppressor. The attacks will most likely not be coordinated centrally, but rather be based on the "need to know" basis that the CIA operates on for its covert ops. Or, as the CIA's propaganda arm tries to tell the American people, the Iraqis will be using the means of terrorism.
