The UN isn't a world government. It can only take military action if one of the heavyweight members pushes it, lines up a coalition, and is willing to commit it's own troops. It's hardly perfect, is weighted by members that hate the US (as much of the world DOES), but we don't have any other place where we can all talk, which beats the alternative. The US was in the best previous position to remove Saddam, but Bush I didn't do it. If you don't like the UN, the way to fix it is to change the minds of many of it's members vis a vis the US.
