He says that the files are sealed because he does not have permission from the authors or something like that. He says he will have them unsealed if the authors or the other participants in whatever is in there say ok.

Sounds reasonable unless they're dead.

On that score, he's even with Shrub who claims executive privilege on everything he can get his hands on.
