energyplay, I work for state gov., and I think they have law to prohibit state contractors subcontract to overseas (I think there are 6 or so states in the US having this type of law). However, that did not prevent the state itself to ship in some Indian programmers here to do the job as of a couple of years ago<g>

This seems stopped for the last two years, because the state has to lay off some people. Union rule is that they will have to "lay off" contractors first before they can lay off state employees.
