The Kosovo intervention was not a UN blessed operation. Russia's veto prevented that just as France's did in the case of Iraq. The delay - I presume you are referring to Bosnia here - might be blamed on the Clinton administration's trying to work through the failed institution that is the UN. The UN was involved in Bosnia and was a stupendous failure. Are you aware of the UN peacekeepers at the United Nations Safe Area of Srbrenica who stood by and watched as refugees were marched away to be slaughtered?

Re. Mugabe - and other examples you could draw from Africa: We have limited powers and, of course, we use them on a priority basis where we have interests or involvement. We have few interests and little historical involvement in most of Africa. The former colonial powers, primarily Britain and France, do. So it is logical that we should generally defer to them. In the one case of an African country where we have some small historical involvment, Liberia, we did recently get the dictator, Charles Taylor, to leave the country and there are now peacekeepers from other African countries there. I would add that Bush's credibility in dealing with Taylor was greatly enhanced by the strong hand he used in dealing with Saddam.
