I did. In the aforementioned class, Noriega was discussed as an example. Basically I came away from this class with the knowledge that

1. All States operate in their own self-interest.
2. Noriega's downfall was due to his own stupidity.
3. If you castigate the USA for its behavior (always in its own self-interest, except when CLinton sold information to China in hisself-interest, then in all honesty you must castigate every other State. There are no exceptions.
