Hmmm, I wonder. I can think of several senior Republican Senators who, were they in Frist's position, would have done exactly the same steamrollering of the process. Only reflective moderates such as Olympia Snowe or Susan Collins might have frustrated Bush. But they are ostracized from the leadership, so they'll never be a strong curb on executive excess.
