I do believe considerable tolerance can be extended to religious or traditional dress provided it is modest and not vulgar.

There was though a case in Florida recently where a Muslim woman wearing a Habakkuk protested removing her veil for a driver's license photo. I think this was taking things to an extreme and it is perfectly acceptable for the government to maintain legal requirements. Driving is not a right, but a privilege and if this woman cannot conform to the basic requirements she can ride the bus.
