This reaction makes no sense to me. I don't think that any offer Israel could make, short of abject surrender, would be regarded as "serious" or in "good faith" - because the Palestinian leadership does not want a compromise. Period. And concessions are hardly likely to convince them they have what to lose by waiting. Why not keep whining and sending suicide bombers, the offers get better?

Now, if you offer them concessions for free, they might be persuaded to take them, after due whining and complaining and being paid off. But they won't offer anything back. It's not like perpetual war bothers them.
