Depends on who you 'count' to come up with the official number.

If you drop off everyone who hasn't looked for work in the past 30 days... and if you add in large numbers of 'estimated' jobs (i.e., 'jobs' not reported, but just assumed to exist) then, yes, you come up with a national number of '5.9'.

Question becomes: does that methodology truly measure the extent of the unemployment... let alone the under-employment?
