Details of new television ad from Democratic presidential candidate Dick Gephardt (news - web sites) that began running this week in Iowa:

LENGTH: 30 seconds.

PRODUCER: Morris & Carrick.

AIRING: Iowa.

SCRIPT: Male narrator: "Dick Gephardt is the Democrat Republicans fear most."

Gephardt: "President Bush (news - web sites)'s economic policies are a miserable failure. As president I will repeal the Bush tax cuts and instead provide health care for every American. My Apollo 21 plan will free us from foreign oil and create jobs. I'll push for an international minimum wage and raise our minimum wage. I'm Dick Gephardt. I approve this message because I will stop George Bush and fight for America's middle class."

IMAGES: Camera zooms in on a copy of The Washington Post with a headline that says "GOP Sees Gephardt as Toughest Rival for Bush." Camera cuts to Gephardt who sits in front of an American flag as the phrase "Repeal Bush Tax Cuts" appears on the screen, and then to a doctor and patient looking at an X-ray as the words "Health Care for Every American" appear. Gephardt is seen in a restaurant talking to a voter, as "Gephardt Apollo 21 Plan. Free Us from Foreign Oil. Create Jobs" appears on the screen. Gephardt then talks to laborers wearing hard hats in a construction zone, with the on-screen phrase "Raise Our Minimum Wage."

ANALYSIS: The ad's intent to make the case that Gephardt has the best chance of any Democrat to beat Bush in the general election, specifically on the issue of the economy. The ad targets the middle class, a key constituency that Gephardt hopes to attract in his presidential bid. It zeros in on issues important to that demographic — taxes, health care, jobs and income — and argues those are areas where the president is weak and where Gephardt can beat him. The ad also attempts to show that Gephardt has a multifaceted economic plan.

ACCURACY: There is no consensus among Republicans about which Democrat is most likely to beat Bush — which Democrat they "fear the most." The ad calls Bush's economic policies "a miserable failure." Although about 2.3 million jobs have been lost since Bush took office and long-term unemployment last month surpassed a 20-year high, the economy is showing signs of a strong recovery. The unemployment rate has fallen in recent months to 5.9 percent from a high of 6.4 percent in June and layoffs also appear to be easing.

Gephardt says he'll fight for the middle class. Yet, when he talks of repealing Bush's tax cuts, he doesn't include the fact that he has proposed repealing all the cuts, including those that benefit the middle class. Any effort to restore some of those cuts would have to make it through Congress.
