Two questions:

1) What percent of the world's resources and energy does the U.S. control and consume?

2) Ninety percent of the wealth in America is controlled by what percentage of the American people?

Now, if you wish to quibble over a social handout of some small kind, at least keep the two above questions into consideration. More importantly, the answers to those questions.
