don't think that proves anything.
You have to look at these various actions as a whole. It does appear at times that the administration and the neocon community are scatterbrained, until you see the results.

Of course the final result, like the quagmire in Iraq shows that the elaborate plans are much too complex for the expected results. The neocons are the ultimate fools for holding hope above experience.
