A note on arithmetic:

I'd like to point out that the arithmetic is that

if one person posts and eight reply,

and you allow only two, ie a quarter, of the replies to be responded to,

and allow none of the responses to my two responses to be answered by me,

you've created a situation in which your view gets promulgated maybe a dozen times, and the one you don't like gets only an original post and two comments.

I can see its appeal.

My suggestion, for fairness, would be that I be allowed to reply politely to any post made to me, and if you don't want my posts replied to, you tell people to put me on ignore or simply not ask me any questions, because I won't be allowed to respond and you don't think that would be fair.
