Huh? The federal government is not purchasing the machines.

You are incorrect. The Help America Vote Act (HAVA) of 2002 incorporates several provisions for federal funding of the new machines. (Unless you see these grants as separate from a county clerk's purchase order.)

SEC. 104. AUTHORIZATION OF APPROPRIATIONS.

(a) In General.--There are authorized to be appropriated for
payments under this title $650,000,000, of which--
(1) 50 percent shall be for payments under section 101; and
(2) 50 percent shall be for payments under section 102.
