news says Libya "turned over" when we intercepted a ship with centrifuge on it for Libya. He knew, we knew, he was developing nuke program after finding centrifuge system for enriching uranium.

This interception is a credit to Bush as ships were not intercepted on the open sea until Bush administration changed to preventive strikes.

Further all the negotiations were done at white house security counsel level.. Very few were aware of discussions with Liyba outside of Powell in his department.
