Take a look at child mortality (bottom of the page). Seeing a doctor with the right tool kit makes a big difference. Measels and mumps can be fatal- and that's why we have MMR shots, and why children need to go to the DR often to get their shots. Vaccinations now are a matter of public health policy, and require numerous visits, since the shots are given in series now. Preventative care is always cheaper than waiting for the child to turn up in the emergency room- and it's more humane. That's a twofer. Doctors have been squeezed by HMO's and PPO's and all the other cost shaving groups that don't seem to be shaving much- so the person without medical insurance is well and truly screwed in our system, because the system is designed either for those with insurance, or for those who are so poor they are only going to utilize the emergency room when they are critical. Essential care should be affordable, but for people who are just a step away from being homeless, and who have to decided between medical care and rent, it isn't really affordable.

I was surprised to learn that Stephen King was once in the position of not being able to afford antibiotics for his child, who had a raging ear infection. It's in his book On Writing. I'm sure it's very common to be in that situation.
