No, it's extremely relevant as long as they keep funding Arafat. The only way to really get different behavior is to get Brussels, Riyadh and Damascus to cut the funding.

On the other hand, do you think they'll have a free run or will there be opposition to them?

There would be a lot of oppsition among those whom Shikaki calls the "young guard" - the native Fatah organizations, not Arafat's "Tunisians". But the Palestinians are terrified of a civil war, and the only recipe they have for avoiding one is to keep shooting at the Israelis.
