The changes in methodology have a long history --- for example 'chain weighting' has been discussed for over a decade.

The 'hedonic' measurement changes (for example the ones that give a weighting to recent IT spending that appears to be some 5 times greater than the actually reported spending) are perhaps even more interesting.

I, too, would like to know when they were proposed, when implemented, and who is behind the effort....
