Why would the previously good record of the Republican Congress piss me off...? You would have to look at what happened to the budget when Republicans came in. It went up at a faster rate...hence, if you want to claim Congressional control, then they ruined Clinton's numbers, i.e., they would have been even lower if it weren't for the Republicans.
