I guess that depends on how you define substance One usually means "measureable"...yours are generally emotional.. Certainly the tax cut and military build up are substantive.... Those would be measurable. The tax cut, you have to ignore the deficit, which is a deferred tax liability....debt has to eventually be paid and there is the cost of the debt as it impacts longer term interest rates. Not now, but the Fed has forced interest rates down because of the economy. It will have an effect in the long run and the White House does admit that. So you have to ignore the whole picture. Military build up....yeah a BMD system to shoot down what? If it even works. You notice that we're funding the largest increase in nuclear weapons development since the end of the cold war...shows you how confident they are in BMD doesn't it. Money down the toilet. jttmab
